TINKER AIR FORCE BASE, Okla. -- The Air Force Sustainment Center has released its 2025 Strategic Plan, a forward-looking roadmap that emphasizes global sustainment capabilities, the critical role of its workforce, and four strategic Lines of Effort to ensure combat readiness for America’s warfighters. The plan, aligned with the National Defense Strategy and Air Force Materiel Command priorities, positions AFSC to meet evolving global challenges through innovation, collaboration, and a commitment to excellence.
A cornerstone of the 2025 plan is the Global Enterprise Network for Universal Sustainment (GENUS), an initiative designed to revolutionize depot maintenance and sustainment by expanding capabilities into strategically positioned theater locations worldwide. GENUS leverages advanced technologies and international partnerships to enhance aircraft availability and combat readiness, ensuring rapid support for warfighters across all theaters of operation.
“GENUS is a game-changer for how we project sustainment power globally,” said Lt. Gen. Stacey Hawkins, Air Force Sustainment Center commander. “By building on existing capabilities and forging partnerships with allies, we’re creating a dynamic, resilient network that ensures our warfighters have the support they need, wherever they are.”
The plan underscores the indispensable role of AFSC’s workforce, emphasizing recruitment, development, and retention of world-class Airmen. Through initiatives like the Enterprise Recruitment Strategy and the Supervisor Development Program, AFSC aims to attract top talent and foster a culture of continuous learning and innovation.
“Our people are the heartbeat of AFSC,” said Michael McCray, Jr., a logistics management specialist with AFSC’s Strategic Planning Branch.
The plan also prioritizes employee retention using data-driven tools like human resources attrition dashboards to enhance job satisfaction and career progression.
“This plan invests in their growth and well-being, ensuring we have a skilled, motivated team ready to tackle the challenges of modern warfare,” said Jackie Johns-Jacobson, a program analyst with AFSC’s Strategic Planning Branch.
The 2025 Strategic Plan is structured around four lines of effort, each designed to advance AFSC’s mission of delivering agile sustainment and readiness:

Deliver Combat Readiness and Cultivate a Warfighter Ethos: This LOE focuses on on-time, on-cost delivery of aircraft, missiles, engines, and software, with initiatives like GENUS and large-scale exercises to enhance surge capabilities.

Attract, Recruit, Develop, and Retain World-Class Airmen: AFSC is streamlining hiring processes and innovating training to build a workforce of elite professionals, equipped for today’s challenges.

Deliver Supply Chain Readiness and Resiliency: This LOE emphasizes predictive analytics, strategic sourcing, and repair network optimization to ensure a robust supply chain. Through predictive analytics, strategic resourcing, and repair network modernization, this LOE emphasizes a robust and adaptable supply chain, to ensure uninterrupted support to the warfighter.
These LOEs are underpinned by Art of the Possible, a philosophy and methodology that drives efficiency and unity across AFSC’s operations. The plan also highlights recent successes, such as the “Velocity Viper” initiative, which reduced F-16 maintenance flow days by 249, and a 75% increase in C-5M Super Galaxy depot maintenance output.
“The LOEs provide a clear framework for aligning our efforts with the Air Force’s strategic priorities,” said Samantha Briskey, lead logistic management specialist with AFSC’s Strategic Planning Branch. “By focusing on readiness, people, processes, and modernization, we’re ensuring AFSC remains at the forefront of global sustainment.”
The 2025 Strategic Plan positions AFSC to navigate a complex global environment characterized by rapid change and emerging threats. By expanding its global footprint, investing in its people, and executing its LOEs, AFSC is forging readiness and accelerating innovation for the United States Air Force.
